2011 GHDMP
The 2011 Greater Hill District Master Plan (GHDMP) defines the vision for future growth and regeneration of the neighborhood. The plan expresses the community’s aspirations for improved quality of life and defines new investment and development goals. It informs prospective investors and developers about the community’s priorities for new residential, commercial, cultural, and civic development in the Hill and directs them to new community-supported development opportunities that exist throughout the Hill. The master plan provides the community with a framework to direct public, private, and institutional resources to support new projects in Hill.

Updating and Adopting the GHDMP
This is a major milestone for our community!
After several years of working to facilitate the implementation of the master plan across the neighborhood, the Hill CDC recognized the need for codification (adoption) by the City of Pittsburgh.
As early as 2017, the Hill CDC began advocating for the formal adoption of the Greater Hill District Master Plan to ensure that all Hill District development aligns with the community’s vision and protects the District’s interests.
This required the plan to be updated and reorganized, but the aspirations of the 2011 Plan remain. The process formally kicked off in 2020, but took longer to complete due to the disruptions from the COVID-19 pandemic.
Why Adoption Matters Now
This will be the last Community Plan to be adopted by the City of Pittsburgh, before the Planning Department’s priorities shift towards the City-wide Comprehensive Plan.
Completing this update and adoption process incorporates the master plan into the City’s zoning code and regulatory framework for all future Hill District development.
This adoption will synchronize City agencies with the community’s stated goals.

Separately, the Hill CDC will be holding events over the next two months to work directly with residents on the Master Plan’s adoption process (See Below).
