
New Pathways to Equity is a major infrastructure and mobility investment in the Hill District, supported by a federal RAISE grant awarded to the City of Pittsburgh. This long-term project will address critical street, sidewalk, and stormwater issues, improve transit access, and reconnect residents to key destinations throughout the neighborhood and beyond.
The Hill CDC is serving as the community engagement partner for this work, making sure residents, businesses, and stakeholders have a voice in every phase. Through meetings, outreach, and public input, we aim to shape improvements that reflect community priorities and strengthen the Hill’s connections in physical, economic, and historical terms.

The project will focus on the Centre Avenue Commercial Corridor, but will include rehabilitative and safety-oriented improvements across the Hill District, including new streetscape features, intersection upgrades, and the restoration of key public stairways.
Background
The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program is a competitive federal grant initiative managed by the U.S. Department of Transportation. It supports investments in communities that have been harmed by discriminatory federal policies, such as redlining, which limited opportunities for residents to build wealth. Grant awards are determined through a highly selective application process. On August 11, 2022, the Biden-Harris Administration announced 166 award recipients, including the City of Pittsburgh.
Pittsburgh’s project, titled New Pathways to Equity, will support a range of public infrastructure improvements in the Hill District. Planned upgrades include reconstruction of intersections, streets, and city steps, along with the addition of sidewalks, traffic calming features, and green infrastructure.
